Temporary Work Permit:

The employer must have made an effort to hire and train Canadians for the same job.
The foreign candidate is being considered to address the shortage of skilled workers in a particular field.
Hiring a foreign national could create new job opportunities or help keep existing jobs for Canadians.
Canadians will receive better training and development as they acquire new skills and knowledge by passing them on.
Hiring a foreign national’s essential to avoid creating a gap in the Canadian labor market.
If the above conditions are met, the Canadian company or the employer can hire a foreign national to work in his/her organization. If this application is approved, this is followed by the submission of a visa application form at a visa office outside Canada. If the candidate does not require a visa, the application could be made at the border or the port of entry.
Permanent Job Offer:
Similar to temporary, Canadian employers are now permitted to hire foreign nationals permanently unless the candidate joins work after being allotted an immigrant visa. This is according to the new immigration regulations brought out by the Canadian government.
Hence, for a permanent job offer in Canada, the Canadian company or the employer must complete and submit a separate application form with the other necessary documents to the HRSDC to get an Arrangement Employment Opinion (AEO).
An AEO is granted on the following factors:
The job offer should be permanent and valid/authentic.
Employees in the same occupation as Canadians should receive comparable working conditions and compensation.
The offer should be full-time and not contractual.
The job offered should have an O, A, and B skill level on the NOC list.
The offer should not be from the Quebec province.
Though it is an easy process, most employers are not very keen to participate. Since it is highly time-consuming (it might take a few years in some cases) to obtain permanent immigration by a foreign national and to come, live and work in the country.
