Work, Live and Study in Newfoundland and Labrador

The Newfoundland and Labrador Provincial Nominee Program seeks to recruit immigrants who have specialized occupational or entrepreneurial skills. This program consists of four categories: Occupational/Skilled Worker, Immigrant Entrepreneur, Family Connections and International Graduate.

Occupational/Skilled Worker

Applicants under this category are required to have a bona fide offer of paid employment, at prevailing market rates, from a Newfoundland and Labrador employer. They may also be required to visit Newfoundland and Labrador for a pre-employment interview with the employer and the Office of Immigration and Multiculturalism, Department of Human Resources, Labour and Employment.

Family Connections Category

This category is created for immigrant families living in Newfoundland and Labrador who want to help their overseas family members relocate and work in the province.
Applicants must have a family member who has been living in Newfoundland and Labrador for at least one year. The family member must be willing to provide applicants with assistance during the immigration process and after they arrive in the province. The family member will be the “Sponsor”

To be eligible to apply the to NLPNP Family Connections Category, you must:

Be between 18 – 49 years old;
Have a signed Affidavit of Support from one or more family members in Newfoundland and Labrador;
Have a family member (Sponsor) willing to provide settlement assistance;
Have completed post-secondary education, training, or apprenticeship of at least one year in length that has resulted in a diploma, a certificate or a degree;
Have at least one year of related work experience;
Have adequate English language ability either to do the job you have been offered by a Newfoundland and Labrador employer, or to get a job in your field of education or training;
Have a full-time, permanent job offer from a Newfoundland and Labrador Employer; OR Intend to find full-time, permanent work in Newfoundland and Labrador.
Have enough money to live in the province for a short time without work after arrival ($10,000 for you and $2,000 for each accompanying family member).
Have the intention to settle in Newfoundland and Labrador.

International Graduate

Education In Newfoundland And Labrador

The NLPNP International Graduate Category was created for international students, who have graduated from a recognized post-secondary educational institution in Canada, to be considered for nomination for permanent residence in Canada.

To be considered for nomination under this category, the applicant must:

Have completed at least half of their studies in Canada, and have graduated from an eligible publicly funded Canadian college or university
Have completed a minimum of a two-year diploma or degree program, while studying on a full-time basis. One-year post-graduate degree programs and certificate programs which require a previous degree or diploma (which may have been obtained abroad), are also eligible

Have a full-time job offer in their field of study, or a related field of study, from a Newfoundland and Labrador employer OR (b) Have a proven attachment to the local labour market. For example: Although you may be currently working in a temporary (full-time) position or on contract, if you can show that the position has potential to be extended OR that you would be able to secure another position within this organization, you would be deemed to have a labour market attachment.

Have applied to the NLPNP within two years of the date on which you received your degree or diploma OR during the last semester of completing your degree or diploma (in which case you will have to provide transcripts which indicate that you will be graduating at the end of the semester.

Have legal status in Canada; that is to say, have a Citizenship and Immigration Canada Post-Graduate Work Permit.

Have the qualifications, training, skills, and accreditation required for the job.

Can demonstrate the intention and ability to settle permanently in Newfoundland and Labrador;

Have a job or job offer for a position which corresponds to your education and specific skill levels.

Have a job or job offer that has compensation in the form of a salary and benefits package that meets provincial employment standards and prevailing wage rates;
Have a job or job offer that has opportunity for advancement and does not contravene any employment disputes;
Can demonstrate that you have sufficient settlement funds and financial resources to successfully establish yourself and any dependents in Newfoundland and Labrador
Can demonstrate sufficient English or French language capability to perform the employment duties

Immigrant Entrepreneur

The Immigrant Entrepreneur Category is intended for prospective immigrants who propose to establish a new business or who propose to purchase all or part of an existing business that has supportable prospects for expansion in Newfoundland and Labrador and who intend to be self-employed in that business. Immigrant entrepreneurs who wish to apply in this category must meet the following criteria: 

Eligible business activity – Applicants must be willing to start or purchase a business that generates revenue by selling goods and/or services at arm’s length to third parties. Priority will be given to immigrant entrepreneurs who intend to establish or buy an active business in a sector identified by the Strategic Sector List.
Required business experience – Applicants must have a minimum of five years in senior management or direct entrepreneurial experience in a business similar to the one proposed.
Net worth and liquidity requirements – Applicants must have a minimum net worth of CA$450,000, including a minimum liquid assets of CA$350,000.
Immigrant entrepreneur investment in a new or expanding existing business – Applicants must be prepared to make a minimum direct business investment of CA$200,000 in equity to establish a new enterprise or purchase all or part of an eligible existing business in the province.
Evidence of investment in a new business or purchase of all or part of an expanding existing business – This may include elements such as start up costs and early cash flow deficiencies financed by cash, inventories and accounts receivable associated with the business start, leasehold improvements to leased business premises, etc.
Performance agreement – This agreement sets out the terms and conditions of the immigrant entrepreneur’s investment required under this category.
Exploratory visit – Immigrant Entrepreneur applicants are required to make at least one exploratory visit to Newfoundland and Labrador, at their own expense.
Business plan – Applicants are required to submit a detailed business plan outlining how the new enterprise is to be successfully established.
